"A brother/sister is like a shoulder."
I believe that, that the proverb means a siblings always has a shoulder to cry on. For instance when I'm down I go to one of my sisters for what ever the case may be. Further more a brother or sister should always be there to help you with your problems. In result I think that the proverb is also very true.
